However - this is a note to the publisher and/or graphic designer involved here: the choice to print the graphs in shades of blue (see pages 20-21) makes some of the graphs absolutely incomprehensible. Does rail or passenger vehicle emissions make up the majority of California Transportation Emissions? I can hazard a guess (passenger vehicle) based on common sense; but then why have a graph at all!
